2017Promoting professional and technical service project of consulting, monitoring and hazard prevention at environmental accidents

The Environmental Accident Consulting and Monitoring Center has personnel on duty 24 hours per day, year-round to perform environmental accident prevention, readiness, response, and restoration tasks. The Center has handled 1,543 chemical consulting and monitoring cases, responded to 41 accidents, and performed horizontal and vertical notifications 17,262 times, while maintaining a text message receiving rate of 99%. With regard to international exchanges in the field of environmental accident prevention and response, the Center arranged the participation of personnel in the 1st convention of parties to the Minamata Convention and the 2017 international hazardous material emergency response conference and exhibition of equipment held by the IAFC, and invited foreign experts and scholars to hold three high-pressure tank truck leakage accident handling and accident assessment and response technology exchange and training sessions, which were attended by 177 persons. In addition, the Center also sent personnel to the Singapore Civil Defense Academy and the United States' SPSI company to attend advanced response and operator-grade training workshops a total of 60 person-times to establish joint prevention and support capacity. The Center further reviewed joint prevention reference documents, conducted joint prevention explanatory meetings, performed on-site operation training and testing, and conducted joint prevention demonstration exercises a total of 61 times; a total of 1,053 persons (person-times) took part in these activities, and 41 joint prevention organization materials were reviewed. The Center updated or established 323 disaster prevention and response databases for 323 controlled toxic chemical substances, and carried out annual training and examination of environmental accident response personnel a total of 18 sessions, which were attended by 189 persons (person-times). The Center conducted instruments and equipment training and blind sample analytical skills testing for specialized technical teams 14 times, and held one environmental accident case seminar and one environmental accident operation review conference, which were attended a total of 824 person times. The Center established toxic chemical substance handling potential and response information modules, strengthened plant operating safety management, established screening principles and selection order for 20 types of toxic chemical substances, performed 2,520 simulations, carried out toxic chemical substance handling safety management assistance visits to 45 handling premises, held three explanatory meetings concerning commonly seen shortcomings at visited facilities and cases of violations, which were attended by a total of 206 persons. With regard to the production and issuance of technical information, the Center issued three regular environmental accident text messages e-bulletins, conducted 5 online training classes, and issued three short awareness videos. With regard to toxic chemical accident prevention and response management information system operation and maintenance, the Center held five explanatory meetings concerning operation, 11 scenario planning sessions in conjunction with cities and counties, completed 15 system maintenance records, and performed 20 information security inspections.
